Needs for Horn of Africa

Horn of Africa needs workforce development for national and regional development as well as for effective participation in the global economy.   The need to strengthen the public and private sectors, give voice to civil society and rehabilitate educational institutions remain non existences.  This equally goes with reform of institutions, systems, processes and practices, which support development efforts by the public and private sectors as well as civil society in civil war Horn of Africa.  Workforce development is needed to entrench and sustain good governance, design and manage effective policies and programs, manage the environment, agriculture and food, address poverty, health care and fight HIV/AIDS and apply science and technology to development problems in civil war Horn of Africa.

To alleviate the current scarcity of trained personnel in public and private sectors, as well as the civil society, there is a need to introduce three types of training programs.  The first training program will address the cute and urgent training skills needed (short Term training), special for women and underserved community.  The intakes will be from public and private sector and civil society employees. The second training program will address needs to have highly skilled workforce.  The intakes will come from high school graduates who plan to join in one-two years in labor market with high skills, and current employees of public and private sector or in civil society.  The final training program will address the needs of Horn of Africa in the long term.  The intakes will come from high school graduates who intend to pursue undergraduate degrees.  Also training program for trainers will be created to address the needs of different sectors of Horn of Africa.  Selected trainers from different sectors will be trained in order to train others in their departments.

The employment situation is closely linked to the educational sector of the country.   Each year, more than 4,000 young people who have had no access to a general secondary education or to any kind of professional training arrive on the labor market without any qualification.  The number is expected to grow over the next few years, in particular in the major cities.  The proposal to establish an American Style university (Eelo University) is in tandem with US mission and EF objectives.
